Support Opportunity for Export-Oriented Enterprises

The State Institution “Project Implementation Unit for Access to Green and Rural Development Finance” under the Ministry of Finance of the Republic of Tajikistan, in coordination with the Agency for Export under the Government of the Republic of Tajikistan, announces the availability of support for small and medium-sized enterprises (SMEs) under the «Tajikistan Financial and Private Sector Development Project» (TFPSDP) and the Supplier and Export Development Program (SEDP).

The Project was officially launched on 8 July 2026.

Who Is the Support Intended For?

The support is intended for established Tajik enterprises with at least three years of operating experience that are directly engaged in export-oriented activities or operate within value chains serving export markets.

Potential beneficiaries must operate in one of the following priority sectors:

  • Agroprocessing — in particular, post-harvest handling and processing of fruit, vegetables, dried fruit, nuts, and honey;

  • Textile and garment manufacturing;

  • Tourism, including agro-tourism.

What Does the Program Offer?

The Program is designed to help enterprises:

  • improve the quality of their products and services;

  • increase productivity and operational efficiency;

  • meet international standards and the requirements of international buyers;

  • expand their export opportunities;

  • strengthen their position in international markets.

Support will be provided in two main forms:

  • capacity building — including training, consulting, and expert support;

  • grant financing for activities aimed at developing and strengthening export-oriented business operations.

Grant Financing Conditions

Grant financing will be provided on a co-financing basis. The beneficiary is required to contribute at least 20% of the total project cost from its own resources.

The maximum grant amount available per project is the equivalent of USD 50,000.

Key Eligibility Requirements

To be considered for support, an enterprise must, at a minimum:

  • be formally registered in the Republic of Tajikistan and be in good standing with the tax authorities;

  • not be subject to bankruptcy, liquidation, or restructuring proceedings;

  • be majority-owned by citizens of the Republic of Tajikistan;

  • be able to present a clear, well-justified, and realistic plan demonstrating how the requested grant support will contribute to the development and strengthening of its export activities.

Who May Receive Additional Consideration?

Additional consideration may be given to enterprises that:

  • are already exporting their products or services;

  • are led by women entrepreneurs;

  • are led by young entrepreneurs;

  • operate in less-developed regions of the country.

The Program does not support informal businesses or activities that do not comply with the environmental, social, and safety requirements applicable to the Project and the requirements of the World Bank.

Detailed information on the application process, available grant financing opportunities, selection criteria, and capacity-building measures will be presented during information sessions organized in the regions of the Republic of Tajikistan.

Interested enterprises may also contact Grant Enablers responsible for their respective regions to obtain additional information and receive guidance throughout all stages of the application preparation and submission process.

Grant Enablers will provide information and advisory support exclusively in relation to potential projects that meet the Program's eligibility requirements and fall within the priority sectors listed above.
